Police Force Modernization

Reform and Modernize the Police Force

A modern; people centered and technologically equipped police force serving Gambians nation-wide

OUR MISSION

A safe society is a stable society therefore the safety and protection of life and property should be the bedrock of any nation’s fundamental pillars. Without law and order, there can be no sustained development or confidence in public governance. As a result of this key pillar, the NBP is committed to a complete transformation of The Gambian Police Force (GPF) into a modern; people centered and technologically equipped institution; a police force that protects the nation with professionalism, fairness and dignity.

OUR PLAN

1. Modernization of Police Stations Nationwide

Across the Gambia, many if not all police stations are outdated, under-resourced and ill-equipped to serve the needs of a growing and evolving modern population. Under the NBP plan, all police stations will be upgraded with modern infrastructure. Some of the provisions of the modernization projects will include building humane modern secure booking areas, public reception lobbies, interview rooms and holding facilities similar to those in western countries.

All new Police stations will be climate-controlled, disability-accessible and equipped with modern technology systems for communication, surveillance and reporting.

By improving the physical infrastructure of police stations, we create a more professional working environment for officers and a more welcoming, secure space for the public.

2. Establish an Emergency Response Security System

Under the NBP leadership, the Gambia must have a coordinated and rapid emergency response framework. To achieve this, the NBP will create a Central Emergency Response Command Center linking all police divisions, fire service, ambulance and disaster response units across the country just like it is done in advanced countries.

The Gambia Police Force will be equipped to implement a national 3-digit emergency number with 24/7 operators trained to dispatch teams based on real-time location data and digital mapping.

The new national security system will provide inter-agency radio and GPS communication systems for seamless coordination between police patrols, fire departments, hospitals and road safety teams just like in the US.

The NBP will also ensure all regional divisions and major towns have satellite emergency response centers for faster rural and semi-urban coverage.

This system will minimize response times, reduce fatalities in emergencies and build trust in government institutions as responsive and reliable.

3. Fire Stations to be provided with Medics and Ambulances

In line with global standards, the NBP will transform fire stations into dual-response centers expanding their mandate to include medical response units i.e.

  • Each fire station will be equipped with ambulances and trained Emergency Medical Technicians (EMTs) capable of first response in cases of accidents, violence, natural disasters or sudden illness.
  • These multi-purpose centers will serve as community lifelines, especially in under-resourced towns where access to hospitals may be limited.

This model promotes efficiency, collaboration and rapid deployment of lifesaving services to the public.

4. Equipment and Mobility assets to Match the Task

To perform their duties effectively, officers of the Gambia Police Force must be properly equipped. Under NBP leadership;

  • The Gambia Police Force will receive a new fleet of operational vehicles, including patrol cars, motorcycles, mobile command vans and highway response units in tandem with the international standards.
  • Officers will be issued GPS tracking systems, mobile reporting tablets and secure communication devices.
  • Police units will have access to forensic tools, digital case management systems and crime data analysis platforms to enhance investigative capacity and transparency.

With these advancements, officers can respond faster, act smarter, and be held accountable to the standards of justice just like in the developed world.

5. Police Training and Institutional Reform

Modern policing requires modern thinking. The NBP will overhaul the training programs of the police force through the following measures;

  • Establishment of a National Police Training Academy focused on ethics, human rights, rule of law, de-escalation techniques, evidence handling and community policing.
  • Partnerships with international law enforcement agencies and universities to deliver training modules, mentorship and technical expertise.
  • Specialized training for female officers, juvenile justice units, cybercrime divisions and public safety education officers.
  • Annual training refreshers and promotion based on merit and performance, not favoritism or politics.

6. Community Policing and Public Engagement

The NBP will strengthen police-community relations through establishment of Community Policing Councils in every region to foster cooperation between citizens and officers.

Nationwide “Know Your Police” campaigns to increase public awareness of law enforcement responsibilities and build mutual trust will be implemented.

A truly modern police force does not just police the people but it also partners with them to build safer communities.

The NBP envisions a police system that leverages the power of data and transparency. To that effect, the NBP government will set up a national digital crime database that tracks criminal activity, case resolution rates and incident trends.

A Public Complaints and Oversight Office where citizens can report misconduct and follow up on investigations would be established to ensure that officers of the GPF stay within the legal perimeters of their duties and responsibilities.

Through these reforms, we will rebuild public confidence in law enforcement and ensure that officers serve not above the law but within it.

IMPORTANCE

Our goal is to build a service-oriented police culture rooted in professionalism and respect for all citizens. Through these reforms, we will rebuild public confidence in law enforcement and ensure that officers serve not above the law but within it.

The NBP is not coming in to settle for incremental change; we are committed to a complete transformation of the police force into a modern, respected and responsive national institution. By combining investment in infrastructure, training, equipment and community partnership, we will create a police force that reflects the highest ideals of public service and civic duty. Every Gambian, regardless of status or location will know that the law is there to protect them; and that those who enforce it do so with fairness, strength and integrity. The NBP will build a Gambia where justice is a reality, not just an idea.
