Building a Modern National Tax Infrastructure

OUR MISSION

The National Builders Party identifies that a self-reliant, prosperous Gambia cannot be built without a dependable and transparent system of domestic revenue collection. Taxation is not only a tool for raising funds but also the foundation of national ownership, financial sovereignty and accountability. To that end, the NBP will implement a comprehensive overhaul of the National Revenue Authority to support long-term economic development, reduce dependency on external aid and guarantee the sustainable financing of the national infrastructure development undertaking and support public services.

OUR PLAN

Building a Modern National Tax Infrastructure

A key pillar of this reform is the creation of a state-of-the-art national tax authority that is technologically advanced, professionally managed and publicly accountable. This institution will be designed to:

  • Eliminate outdated and paper-based systems
  • Consolidate all national and municipal tax streams under one umbrella
  • Strengthen enforcement and compliance using digital tools
  • Close the gap between potential and actual revenue collection

The new tax infrastructure will be designed to be user-friendly, business-ready and universally benchmarked.

 

Engage International Expertise for System Development

To ensure a high standard of implementation, the NBP government will contract a globally reputable tax consultancy group preferably from Europe or the United States with a proven record in supporting tax reform initiatives in emerging economies.

This group will provide technical expertise in the following areas:

  • Institutional design of a unified national tax agency with clearly defined roles and operational workflows
  • Deployment of digital infrastructure including online taxpayer registration website, e-filing, digital receipts and automated tracking and enforcement systems.
  • Training programs for tax officers, auditors, and inspectors in international best practices, fraud detection and ethics.
  • Advisory services for policy design, rate restructuring, tax exemptions and compliance frameworks tailored to the Gambian economy.

By leveraging external expertise while building internal capacity, the NBP will ensure a smooth and successful transition into a 21st-century tax regime.

 

Adoption of Smart Digital Tax Tools

The new tax system will be fully digitized to enable efficient interaction between the government and taxpayers. This will include:

  • A central digital portal for all tax-related transactions registration, payments, receipts and inquiries.
  • Mobile app tax payment capabilities to accommodate rural and informal sector users.
  • Automated data cross-referencing tools to detect inconsistencies and minimize fraud.
  • Technology powered monitoring systems to track compliance and trigger investigations in real time.

In this endeavor, taxpayers both individuals and businesses will receive access to secure, user-friendly digital accounts that store their history, obligations and benefits. This digitization effort will reduce human error, bureaucratic corruption and revenue leakage.

 

Capacity Building and Civil Service Reform

No tax reform can succeed without well-trained and ethically sound personnel. The NBP will launch a National Tax Officer Training Academy to build the skills of current and future tax administrators.

The program will include but not limited to:

  • Professional certification in tax policy and administration
  • Ethical compliance and anti-corruption training
  • Client service and public engagement modules
  • Regional training centers in key provinces to ensure equitable coverage

At the same time, salary and benefit structures for tax officers will be reviewed and raised to reduce the risk of bribery thus encouraging career loyalty.

 

Public Trust Through Transparency and Education

To ensure widespread acceptance and reduce resistance to change, the NBP will launch a national public awareness campaign to educate Gambians on why taxes are critical to building roads, hospitals, schools and public infrastructure. The training program will train workers on how to file and pay taxes accurately and on time and also what protections they have under the law as taxpayers.

Under this reform framework, the NBP will assure Gambian citizens and residents to not view taxation as a burden but as a shared national duty and that they must see the clear and direct link between what they pay and what they receive in return.

 

Legislative Backing and Enforcement

The reform will be underpinned by a revised and expanded tax code to define penalties for evasion and fraud, establish clear processes for dispute resolution and appeals and formalize the relationship between national and municipal tax collection systems.

A Tax Oversight Tribunal will be established to independently monitor operations and resolve high-level complaints, ensuring that the system remains fair and accountable.

IMPORTANCE

Under the leadership of the NBP, The Gambia will establish a tax system that is modern, equitable, and efficiently built on principles of transparency, service and national development. Every dalasi collected will be tracked, accounted for and invested back into the people of this nation. With a robust tax collection institution in place, the Gambia will no longer depend on the charity of others; we will fund and build our own future.
