A New Era of Integrity: Fighting Corruption at Its Core

OUR MISSION

Corruption is one of the most severe impediments to The Gambia’s development. For decades, corrupt government officials have diverted public resources, weakened trust in the already declining public institutions, undermined justice and created an environment filled with widespread embezzlement of the already meager national resources. The National Builders Party (NBP) admits that meaningful progress can only be achieved through a zero-tolerance approach to corruption, backed by systemic reforms, institutional independence and ethical leadership.

OUR PLAN

Our anti-corruption strategy will address both the root causes and the enablers of corruption, with a focus on prevention, enforcement, and culture change. As part of this very pivotal approach to ending corruption in the Gambia, the NBP will implement the following:

  1. Fair Wages for all Civil Servants and other government agencies

One of the leading drivers of corruption in the government is inadequate compensation for public employees. Under the NBP government, a comprehensive salary reform will be implemented across the civil service. Under this reform, the government will:

  • Evaluate and adjust the salary scales to reflect the cost of living based on global subsistence benchmarks.
  • Implement a tiered wage system based on qualifications, performance and responsibility level.
  • Ensure regular payment of wages and allowances, to reduce the financial vulnerability of employees.
  • Reward integrity and long-term public service through performance-based bonuses and career advancement incentives.

Implementing these policy guidelines will immensely reduce the temptation for unethical behavior while restoring dignity and professionalism in the public sector workforce.

 

  1. Creation of an Independent Anti-Corruption Commission

The NBP will establish a strong, independent and well-funded Anti-Corruption Commission (ACC) mandated to prevent, investigate and prosecute corruption in both public and private sectors. Key features of the Commission will include:

  • Full legal autonomy and political independence, safeguarded by law and protected from interference.
  • A specialized investigative and legal team equipped with the tools to pursue high-level corruption cases.
  • Powers to audit, subpoena and seize assets in collaboration with the national judiciary and other law enforcement partners.
  • A whistleblower protection system to encourage honest citizens and insiders to report misconduct safely and anonymously.
  • A national corruption reporting platform (hotline, website, and SMS service) to make public reporting easy and accessible.

The Anti-Corruption Commission will publish annual corruption reports and rankings of government departments based on transparency and accountability thus creating a culture of continuous public scrutiny and reform.

 

  1. Targeted Reforms in High-Risk Government Institutions

Certain sectors are historically vulnerable to corruption and mismanagement. The NBP will prioritize reforms in the following strategic agencies:

  • Gambia Revenue Authority (GRA): The NBP government will Strengthen digital tax tracking, eliminate cash-based collection systems, introduce automated records and rotate key staff to reduce fraud rings.
  • Gambia Customs and Excise Department: in an effort to fix the endemic fraud and mismanagement of government revenue at our border points, the NBP will Introduce digital import/export declaration processes, install surveillance systems at ports of entry and partner with international agencies to monitor smuggling and bribery.
  • National Water and Electricity Company (NAWEC): Conduct a forensic audit of operations, billing systems, and procurement contracts. Implement proper billing and transparent vendor management systems to limit internal theft.
  • GAMTEL (Gambia Telecommunications): The NBP government will modernize procurement processes, ensure contract transparency and financial auditing procedures. Integrate customer complaint systems with external oversight mechanisms to identify service-related fraud.

 

  1. Civic Education and Public Accountability

In the Gambia, corruption is not just a legal issue, it is a cultural issue. The NBP will launch a nationwide civic education campaign promoting values of honesty, accountability and nation-building. Key features in this mass campaign effort will include:

    • School curriculum integration that teaches anti-corruption and ethics from an early age.
    • Public media campaigns using radio, television and social media to raise awareness.
    • Annual Integrity Awards for civil servants, communities and institutions demonstrating exceptional honesty and service.
    • Regular citizen feedback forums and community reporting sessions, empowering the public to hold institutions accountable.

 

  1. Partnership with International Anti-Corruption Bodies

The fight against corruption requires global cooperation. The NBP will engage international partners such as:

  • Transparency International
  • The United Nations Office on Drugs and Crime (UNODC)
  • African Union Advisory Board on Corruption
  • Regional anti-money laundering task forces

These partnerships will assist with capacity building, technical support and cross-border investigations into financial crimes, asset recovery and illicit enrichment.

The NBP’s Anti-Corruption vision is about restoring the social contract between government and citizen. It is about ensuring that public money serves the public good. It is about setting an example for future generations. With bold reforms, professional leadership and the courage to act, The Gambia can rise above corruption and become a beacon of integrity and development in Africa.
