Regulate Beach Degradation and Irresponsible Sand Mining




OUR MISSION
The Gambia’s coastline is one of the nation’s most valuable natural, economic and environmental assets. The Atlantic shoreline contributes significantly to the country’s tourism sector and also plays a vital role in environmental stability, marine biodiversity and the livelihoods of coastal communities.
However, in recent years, irresponsible sand mining and unchecked development have accelerated coastal erosion, threatened ecosystems, and degraded the very beaches that draw tourists and provide sustenance for many Gambians.
To preserve this critical natural heritage and ensure the long-term sustainability of our coastline, the NBP government will impose strict regulations on all irresponsible sand mining activities along The Gambia’s beaches and coastal zones. These regulations will be enforced through comprehensive environmental legislation, community engagement and inter-agency coordination.
OUR PLAN
Establishment of a Coastal Protection Task Force
An immediate action by the NBP will be the formation of a National Coastal Protection Task Force (NCPTF). This multi-stakeholder agency will be responsible for:
- Monitoring coastal regions for illegal sand mining and other harmful activities
- Enforcing newly established regulations on mining and beach usage
- Collaborating with communities and local councils to promote sustainable coastal practices
- Working with the Ministry of Environment and relevant partners to design and implement coastal restoration projects
This task force will include representatives from the Ministries of Environment, Tourism, Interior, Fisheries, and Local Government, along with environmental NGOs and community-based organizations.
Legislation and Enforcement
The NBP will work with the National Assembly to introduce new environmental protection laws, which will include:
- A total ban on unregulated beach sand mining, with clear penalties for individuals or companies who violate the law
- Mandatory licensing and strict oversight for any approved inland sand mining operations, away from ecologically sensitive coastal areas
- Creation of buffer zones around coastal settlements, hotels, and wildlife habitats to protect against encroachment
- Establishment of a coastal watch patrol unit, empowered to detain violators, confiscate equipment, and halt illegal activity on the spot
Offenders will face substantial fines, license suspensions, and potential criminal charges depending on the severity of the environmental damage caused.
Alternative Building Materials and Sand Sources
To reduce reliance on beach sand in the construction industry, the NBP will promote:
- Research and development of alternative building materials such as compressed earth blocks, fly ash, and recycled concrete
- The regulation and relocation of sand mining to inland, environmentally approved sites under strict oversight
- Incentives for contractors who utilize sustainable materials and follow government-approved construction guidelines
Training and awareness programs will be offered to contractors, engineers, and construction workers to ensure understanding and compliance with the new building material policies.
Education and Community Involvement
Protecting the coastline is solely the Gambia governmental responsibility. Therefore, the NBP will initiate:
- Environmental education programs in schools and communities, particularly those near the coast
- Community sensitization campaigns through radio, television, and town hall meetings about the dangers of beach degradation and illegal sand mining
- Public reporting mechanisms such as a toll-free hotline and mobile reporting apps, for citizens to report illegal sand mining
By involving local residents, especially youth and women’s groups, the NBP will build a strong grassroots coastal stewardship movement.
The NBP’s larger infrastructure and tourism development plans will also prioritize coastal sustainability, so that progress does not come at the expense of environmental integrity.

Our beaches are not just a source of beauty and pride, but also essential to tourism, fisheries, and community well-being. Under NBP leadership, these vital assets will be protected, restored and preserved for future generations, ensuring that The Gambia remains “The Smiling Coast of Africa” in both name and spirit.
